judging by the date u posted this, i guess this decreased upgrade time is due to the fact that some newer accounts got these low upgrade times,
but yes, there was an update to the game yesturday (2nd October 2014) and it actually made the upgrade times very low for everyone so the upgrade times for many units like hover tank and mega tank need to be edited
