The range stated is how close it needs to be to the target before it explodes. The AoE is much much bigger than the range. 

And for the reply above me, everything that has splash can miss. Every bullet that does splash can miss, lasers can miss, tank shells can miss, fire can miss, etc. The only splash weapon that cannot miss are Stinger missiles, since they are heat-seeking, and I don't think glad and Halcyon can miss either for the same reason.
